Mark Hemans is a Consultant in the Investigations Group at TRL, specialising in road collision reconstruction and providing consultancy advice. He is an experienced Forensic Collision Investigator, having provided expert evidence in a wide range of serious injury and fatal collisions. Mark is a member of the Chartered Society of Forensic Sciences and holds a Foundation Degree with Distinction in Forensic Road Collision Investigation.
Mark served as a police officer for 30-years with over 15 years’ experience as a Traffic Officer during which he had roles in commercial vehicle enforcement, forensics, and criminal intelligence. Mark has also conducted investigations in co-operation with the Health and Safety Executive, the Driver and Vehicle Standards Agency, and the Independent Office for Police Conduct. During his police career, he was a Police Subject Matter Expert (SME) for Forensic Collision Investigation, Commercial Vehicle enforcement, and led his force response to Abnormal Load risk assessment and escorting.
Mark specialises in CCTV analysis and has extensive experience using established scientific techniques to determine the positions, speeds and trajectories of vehicles, pedestrians, and other road users. Mark also has vast experience in analysing digital data and has used this to cross-validate evidence recorded from multiple sources simultaneously. He is proficient in surveying collision scenes and the production of 2D and 3D visualisations. Mark has used his skills to reconstruct collisions where sight line analysis is key and has used advanced visualisation techniques to represent this. Having worked within commercial vehicle enforcement, Mark has experience with tachograph analysis, route tracing, load security, and has previously held the role of a Dangerous Goods Safety Advisor (DGSA) within policing.
He holds driving licence categories for motorcycles, heavy goods vehicles, buses, and coaches and was a police advanced car driver. Mark is also a Chief Observer for the Institute of Advanced Motorists (IAM).
Mark has extensive Court experience as an expert witness, giving evidence at many levels, including Crown, Civil, and Coroners Courts as well as during Public Inquiry at the Office of the Traffic Commissioner.
